What Jesus promised is already inside every believer: rivers of living water. But many still have the classic picture that everything comes from outside. They imagine that until something external happens, they have nothing within. Yet Jesus made it clear that it is within. The problem is activation.
It is like a borehole. You can have water underground—clean, abundant, constant—but it will stay there unless something breaks the top, opens it up, and creates a channel for it to flow out.
When drilling a borehole, sometimes they pour water into the hole before anything comes out. They let water meet water so the flow can begin. They do it with siphons, with hoses. Once the liquid meets liquid, it just keeps going. It continues without further effort because the initial meeting activated a constant flow.
In the same way, what happened in Acts 19—“the Holy Spirit came on them”—is better understood as the water from outside meeting the water inside. Once that happened, the continuous flow began. That is the baptism of the Holy Spirit.
Some people have water just beneath the ground, like places where a 100–150 ft borehole easily hits a water table. Others are like regions where you need 600 ft because the rock is hard. Spiritual upbringing can act like that rock. False doctrine can harden the strata of the heart. When you grow in an environment where speaking in tongues is mocked or denied, that rock becomes extremely hard. Equipment breaks there. People give up.
So some people say, “I’ve prayed to be baptized in the Holy Spirit for years.” Many times the problem is not God’s unwillingness but the hardness created by what they’ve believed for so long. Younger believers receive faster because their hearts have fewer obstructions. They have lighter soil, easier access.
