God’s primary way of speaking is through His law — His word. The scriptures come first. When His people don’t listen, then He raises prophets. Prophecy is not the main thing. Prophets may cease; prophecies may stop — but the word of God doesn’t (1 Corinthians 13:8).
If you see someone raised as a prophet, understand that their job is to assist — not override — the law. That’s what Samuel was. He was a prophet, but he wore an ephod — a symbol tied to the priesthood and the word of God.
So when God wants to speak, He starts with His word. Prophets help when people stop listening.
