Many people only know the gentle side of God. They know the side that comforts, blesses, heals, encourages. But Scripture also shows that God takes leadership seriously.
In Zechariah 11:16, the Bible describes a shepherd who does not care for the lost, does not seek the young, does not heal the broken, and does not feed those that still stand.
When shepherds stop caring for people properly, when leaders stop feeding people with truth and understanding, when all they do is consume people, control people, frighten people, manipulate people, something is wrong in that land.
A shepherd according to God’s heart cares for four categories of sheep.
The lost sheep. God wants them found.
The young sheep. God wants them trained and matured.
The wounded sheep. God wants them healed.
The healthy sheep. God still wants them fed.
Many people do not understand that last one. They think healthy sheep no longer need feeding. But healthy sheep that continue feeding become stronger, mature, fruitful, stable, able to reproduce after their kind. That is how continuity comes.
And this is why some giftings in ministry look strange to people. An evangelist may not understand why so much time is spent teaching believers again and again. To them, “souls are perishing.” They should go after the lost.
But the pastoral heart also feeds healthy sheep because God cares about stability, continuity, maturity, strength.
The shepherd described in Zechariah 11:16 does the opposite. He feeds on the sheep instead of feeding the sheep. The Bible says he eats the flesh of the fat sheep and tears off their hooves. He cripples them so they cannot walk away.
That is why fear is such a common tool in manipulation. Someone visits somewhere once and suddenly they are given terrible “prophetic words”, hard assignments are given to them, danger is around them. Fear traps people. Fear removes their ability to walk freely.
That is not shepherding.
God’s shepherds feed people with knowledge and understanding. False shepherds feed on people.
